Aspirational District Fellowship (ADF) launched in 2018 to support the Ministry of Home Affairs’ Transformation of Aspirational Districts Programme, Transform Rural India (TRI) was the implementation partner. The fellowship was designed to assist district administrations of 35 Left-Wing Extremism-affected districts and provide a ‘change leadership’ experience for motivated professionals (Fellows). The engagement was highly successful and demonstrated impact at district, state and central levels, particularly during the Covid-19 pandemic.
Building on the success of ADF, we partnered with key ministries to anchor critical public programmes and enhance public systems. Our fellowship offerings expanded to include programmes such as the Health System Transform Fellowship (HSTF), Niti Aayog-ADF, Rurban-Fellows, Bodoland Development Fellowship and the Public Policy in Action Fellowship.

Additional funding of Rs 62 crore provided to 16 districts for programme implementation based on overall performances and sector wise monthly performances.
