Adapting to climate change is essential, yet most efforts remain top-down, depriving affected communities of decision making over their present and future. For decades, the poor and marginalised populations have navigated climate variables and extremes with little inclusion in formal strategies.
In this context, Community-based adaptation (CBA) offers a transformative shift by prioritising community-led processes rooted in local knowledge, needs and capacities. However, scaling CBA into broader policies remains a challenge.

About Swapan Mehra
Swapan Mehra is a leading expert in environmental finance and climate policy, with over 16 years of experience in climate change mitigation and adaptation. As the Founder and CEO of Iora Ecological Solutions, he drives climate action through integrated nature-based solutions. He holds an MBA from IIFM and an MPA from the Harvard Kennedy School. A World Economic Forum Young Global Leader (2020), he has contributed to key Indian policy documents, including the National REDD+ Strategy. Swapan has also served as a UNEP technical reviewer and a UNDP Equator Prize jury member.
